Beginning in October 2019, states were be able to use federal Title IV-E funds for foster care prevention services and programs. The following guidance is intended to help states understand the associated maintenance of effort (MOE) requirement. It outlines what the MOE requirements are, how the MOE baseline is calculated, which expenditures states should include in the MOE calculations and which ones to leave out and other tips to submitting the baseline MOE report.
